Hong Kong Salaries Commission.

My immediately preceding telegram.

Following is text of proposed announcement,

begins:

"The report of the Hong Kong Salaries

Commission, which will be published shortly,

has been considered by the Secretary of State in

the light of the recommendations made by this

Government. The Secretary of State has now

indicated that the main recommendations of the

Report relating to salaries and allowances are

acceptable. Further consideration is being

given to certain points in connection with

the time-seales, expatriation pay and high cost

of living allowance, in which some adjustments Will

may be necessary. Final approval is expected by

(date to be inserted), on which date it is

hoped to implement the recommendations of the

Commission relating to salaries and allowances,

subject to any modifications on the points
